The Tokyo Metropolitan Police has decided to build a new small neighborhood police station in the Suginami district, near the touristic otaku Nakano station. Apparently, the lot they have chosen is located at the crossing of the Kannana-Dori (Tokyo Metropolitan Road Route 318) and the Chuo Main Line and the administration says it is located in a perfect place for a Kōban,
Well, there is a big open space in the east where some social housing has been established and the building will be visible to a lot of people since the two big infrastructures are the same as the morning commuters use to meet.
They would like to create a connection with the other side of the train line and the Za Koenji Theatre, so people will feel secure going out of a spectacle at night
The Tokyo Metropolitan government appointed me a meeting with an old police officer who used to work in a Chuzaisho, the equivalent of a kōban but in a rural area, to explain to me the singularities of the Japanese police system. He followed a psychologist formation to manage emotional disorders. Usually, he advises families who come to seek help about community hassles, avoiding them to go to justice court.
But sometimes they discuss with small delinquency offenders to try to avoid relapse. The link between the community and the kōban is very strong, usually, they know all the people around the neighborhood and know which kids are going in the wrong direction.
He told me:
“If you know how to make a good tea, you know how to have a peaceful conversation”
